The share of spend (measured by dollars, not resource count) that carries a required tag set.

Definition
Tag coverage answers a narrower question than "is this tagged": of the spend that could carry a tag at all, what share of the DOLLARS does. That distinction matters because untagged resources are rarely a random sample of the fleet. A handful of large, expensive resources provisioned by hand routinely account for a disproportionate share of untagged dollars, even when they're a small share of untagged resource count.
A coverage number reported by resource count can look nearly complete while the dollar-weighted number tells a very different story, which is why coverage worth trusting is always weighted by cost.
Where it shows up
Tag coverage is a report built from the same billing export as any other cost breakdown, filtered to a required tag key and grouped by whether that key is present on each resource, then summed by dollar amount rather than by a raw count of resources.
What makes it expensive
This gets expensive fast: trusting a coverage number reported by resource count, which can look nearly complete while a handful of large, hand-provisioned resources sit untagged and dominate the untagged dollar total. Count-weighted and dollar-weighted coverage answer different questions, and only one of them is about money.
